Germany to Cyprus, Step by Step: The Complete 2026 Guide

Germany to Cyprus, Step by Step: The Complete 2026 Guide

Abmeldung, Finanzamt, exit tax, health insurance, pension, then MEU1, TIC, Non-Dom and tax residence in Cyprus. Every step in order, plus a checklist.

Puente de la Mujer and the Puerto Madero towers in Buenos Aires at blue hour

Moving from Germany to Cyprus looks, from a distance, like a single decision. You choose the sun, the lower tax burden and a different pace of life, you book a flight, and you go. Up close, it is something else entirely: two administrations, each with its own logic, each with its own forms, deadlines and offices, and each assuming that you have already done what the other one asked for. Germany wants to know that you have really left. Cyprus wants to know that you have really arrived. Neither will take your word for it.

That is why we wrote this guide as a long essay rather than a checklist. Checklists tell you what to do. They rarely tell you why, in what order, or what happens if you skip a line. Yet almost every expensive emigration we have seen failed for one of those three reasons: the person did not understand why a step mattered, did it in the wrong order, or did it without keeping proof. The steps themselves were simple.

So every step below keeps its full working detail: the official form, the real field names where we could inspect them, the values a typical person enters, the proofs you keep and the legal basis. Around that detail we explain the reasoning, the traps and the way the step connects to the rest of your move. Read it once from start to finish to understand the shape of the journey. Then work through it step by step, with your own data in place of our example.

One principle runs through all of it. In tax matters, the question is never only "did you do it?" but "can you prove it, years later, to someone who was not there?" A well-run emigration leaves an archive behind it. This guide is designed to build that archive for you as you go.

A Steuerberater once described a client's emigration file to us as "a beautiful move, and a terrible archive". The client had done everything. He simply could not prove when, in what order, or with which confirmation. Three years later the Finanzamt asked, and the answer cost more than the move.

This guide is built for both sides of that desk. For the client, every step reads like a work order: do this, done, next. For the adviser, every step carries its legal basis, its dependency on earlier steps, the edge cases that change the answer, and a note on what belongs in the file.

How to use this guide

Each of the 32 steps has the same six blocks:

  1. Done when: one line. If this is true, tick the step and move on.

  2. Before you start: what you need, and which earlier step must be finished.

  3. Do this: numbered micro-actions. Where we have checked the official form, we name its real fields and show what a typical person writes. Where a form differs by city or we could not inspect its layout, we say so instead of inventing field names.

  4. Legal basis: the statute and the official source.

  5. Edge cases: married, children, GmbH shareholder, pensioner, employee or freelancer, property kept in Germany.

  6. Adviser note: the trap, and what to keep for the file.

Our typical case, used in every example: Anna Beispiel, born 3 May 1980 in Köln, German citizen, living at Musterstraße 12, 3rd floor, 10115 Berlin, moving on 31 March 2026 to 14 Example Street, Apt 3, 4040 Limassol, Cyprus. Replace with your own data.

Who this is for: people living in Germany (German or other EU citizens) moving to Cyprus as employees, freelancers, company owners or pensioners. Non-EU citizens need a different Cyprus residence route; the German half still applies.

Background reading: why people leave high-tax countries for Cyprus, what relocating to Cyprus really involves and the 60-day rule, without the myths.

Master dependency timeline (T = your move-out day)

The arrows are the point. Most failed emigrations are not missing steps; they are steps done in the wrong order. The legal deadlines are the Abmeldung window and the MEU1 four months; the other days (for example T-75 documents, T-14 car) are planning suggestions.

Before you start: three accounts to set up while you still live in Germany

Done when: you have logged in once to BundID and once to ELSTER with working credentials.

  1. Find your ID card and the PIN letter. If the online function is not active or the PIN is lost, go to your Bürgeramt now: the replacement letter goes to your German address.

  2. Install the free AusweisApp on a smartphone with NFC. Run its self-test with your card.

  3. Open id.bund.de and create a BundID account with your Online-Ausweis. This gives you a Postfach for official documents.

  4. Open elster.de. If you have no account, register with the Online-Ausweis (immediate) or by post (the activation code goes to your German address).

  5. Make a folder called EXIT, paper and PDF. Every confirmation in this guide goes there.

Adviser note: the date stamps of these confirmations become the evidence chain for the departure date. Ask the client to scan each one on the day it arrives.

Part A. Leaving Germany: eighteen steps

Germany does not let go of its residents casually, and it should not surprise anyone that leaving is more formal than arriving. German tax law ties unlimited tax liability to having a home (Wohnsitz) or habitual abode in Germany. Not to your registration, not to your passport, not to your intentions. The Abmeldung is therefore necessary but not sufficient: it is the beginning of the evidence, not the end of the matter.

The eighteen steps of Part A follow a logic. First you end your registration and tell the Finanzamt. Then you deal with the two special exit rules of the Außensteuergesetz, which apply only to some people but are expensive when they do. Then you work through the social security system piece by piece: health, care, pension, unemployment, family benefits. Finally come the practical loose ends: broadcasting fee, banks, car, driving licence and everything else. Do them in this order and the dependencies take care of themselves.

A1. Deregister your address (Abmeldung)

Everything begins with the Abmeldung, because almost every German office you contact afterwards will ask for it. It is a registration act, not a tax act: it tells the state that you no longer live at your address. That is why the date on it matters so much. It should match the day you really hand over your flat, and the lease termination and handover protocol should tell the same story.

Done when: you hold the Abmeldebestätigung (paper or PDF) showing your move-out date.

Before you start: your exact move-out date; your full Cyprus address; ID card or passport of every person moving. Needs nothing earlier. Unlocks A2, A7, A14, A15, A16, B11.

Do this (paper form, Berlin as the example):

  1. Open your city's page via the Bundesportal entry for Abmeldung and enter your postcode. For Berlin: service page, PDF form.

  2. Fill in the Berlin form, which asks for:

    • Auszugsdatum: 31.03.2026

    • Bisherige Wohnung: Musterstraße 12, 3. OG, 10115 Berlin

    • Künftige Wohnung oder Verbleib (for abroad, the form asks you to name the state as well): 14 Example Street, Apt 3, 4040 Limassol, Zypern

    • for each person (up to 4 per form): Geburtsdatum, Familienname, frühere Namen, Vorname(n), Geburtsort (with state if abroad)

    • Datum, Unterschrift of one person obliged to register. Family members with the same old and new address may share one form, and one signature is enough.

  3. Leave the boxes with a heavy border empty; they are for the office.

  4. Choose your route:

    • In person: book an appointment on your city's site, bring the form and all IDs, leave with the certificate.

    • Online: on the Bundesportal choose your city, log in with BundID and Online-Ausweis, enter the same data. The certificate arrives as a download or in your BundID Postfach. "Abmeldung nach unbekannt" is not possible online. München's online service also accepts identification via the ID or passport number in the register and posts the certificate to your foreign address after the move-out day.

    • By post from abroad: send the signed form and an ID copy to any Bürgeramt of your city. Berlin and Hamburg (Hamburg page) explicitly accept this. Frankfurt: service page.

  5. Keep: the certificate, plus the lease termination and the Übergabeprotokoll of the flat.

More city examples (official pages, checked October 2026):

Köln

  • Routes stated on the official page: In person at any Köln Kundenzentrum, or by someone with your written Vollmacht. By post only as an exception, if you are already abroad and nobody can go for you: send the form plus ID copies of every person (signatures must match the ID). No online route is mentioned.

  • Fee: free

  • Official page: stadt-koeln.de, Abmeldung

Stuttgart

  • Routes stated on the official page: Online for moves abroad with a Servicekonto BW (service-bw); in writing by post, fax or e-mail (scanned, signed form); or in person at a Bürgerbüro. One signed form per family; one signature by a family member over 16 is enough. A written Abmeldebestätigung is posted to a German address, or abroad only if you ask for it.

  • Fee: see page

  • Official page: stuttgart.de, Wohnsitz abmelden

Düsseldorf

  • Routes stated on the official page: In person, or by someone with your Vollmacht and your signed Meldeschein; one adult can appear for a family that moved together. Bring official photo ID. Appointments: termine.duesseldorf.de. No postal or online route is stated, so ask the Einwohnermeldeamt (einwohnermeldeamt@duesseldorf.de) before relying on one.

  • Fee: free, incl. one Abmeldebestätigung

  • Official page: service.duesseldorf.de, Abmeldung

A1-M. Mannheim, fully documented

Source for everything below unless noted: mannheim.de, Abmeldung eines Wohnsitzes.

Deadline and fee: within 2 weeks after moving out, at the earliest 1 week before. The service is free ("gebührenfrei"). You may also deregister family members who lived in the same flat.

The form: Meldeschein Abmeldung (PDF). It asks for:

  • Tag des Auszugs (move-out day)

  • Bisherige Wohnung: postcode, Gemeinde Mannheim, Gemeindeteil, street, house number, flat number

  • Künftige Wohnung (or Verbleib if not yet known); for a move abroad, write the state in the "Bundesland" field: Zypern

  • whether you keep other flats in Germany, and which one is mainly used

  • per person (up to 6): Familienname, Vornamen (underline the first name you use), Geschlecht, Geburtsdatum, Geburtsort, Staatsangehörigkeit(en), Religion

  • Ort und Datum, Unterschrift

The form must be completed in German. The city publishes translation aids (English, Romanian, Turkish, Bulgarian, Ukrainian), for example the English aid.

Documents: a valid ID for each person (Personalausweis, Reisepass, Kinderreisepass, Nationalpass or eAT; otherwise a birth certificate for children); the signed Meldeschein. If someone goes for you: your written Vollmacht plus both IDs.

Route 1, online: the Mannheim page offers "Digitale Wohnsitzabmeldung", which opens the service-bw Abmeldung service for Mannheim. Mannheim lists "Abmeldung ins Ausland" among its digital services. Log-in and identification requirements are shown inside service-bw; check them there (we could not read that page, so we do not state whether the Online-Ausweis is required).

Route 2, by post or e-mail: the city page states that you can deregister "schriftlich per Post oder elektronisch per E-Mail beim Bürgerservice". Send the signed form and a copy of each ID. E-mail: buergerdienst@mannheim.de (named in the city's translation aids). The Bürgerdienste contact address on mannheim.de is Stadt Mannheim, Fachbereich Bürgerdienste, K 7, 68159 Mannheim; the page does not name a separate postal address for Abmeldungen, so confirm via 115 before posting, and use Einschreiben.

Route 3, in person: at any Mannheim Bürgerservice (city centre: K 7, 68159 Mannheim). Book via mannheim.de/terminreservierung or 115; the city asks you to check beforehand whether your location needs an appointment. Several locations also take walk-ins on set mornings; see the city's overview of walk-in hours with addresses (PDF, status July 2024) and check it is still current.

What you get: the Abmeldebestätigung. Keep it with your lease termination.

Mannheim Finanzamt (for A2): Mannheim has two offices, Finanzamt Mannheim-Stadt and Finanzamt Mannheim-Neckarstadt. Which one is yours depends on your street: check your last tax assessment or the BZSt Finanzamt search. Both: visiting address Donaustraße 34, 68199 Mannheim; postal address "[office name], 68150 Mannheim"; phone 0621 292-0; Service Center by appointment only. Contact them via ELSTER (Sonstige Nachricht), by letter or by phone. Sources: Mannheim-Stadt, Mannheim-Neckarstadt.

Mannheim Gewerbebehörde (GewA 3, only if you run a registered business): Fachbereich Sicherheit und Ordnung, Gewerbebehörde, Karl-Ludwig-Str. 28-30, 68165 Mannheim, phone 0621 293-2525. File online via the city's Gewerbe online service; or in person with an online appointment; for any other route, ask the Gewerbebehörde first. Visits by appointment only (booked online). Source: mannheim.de, Gewerbean-, ab- und ummeldung. Fee: check the page or ask, we did not find it stated. Moving the business abroad counts in Germany as giving up the business (Aufgabe des Betriebes, § 14(1) GewO): file a Gewerbeabmeldung in Mannheim. The 1 November 2025 rule, where registering with the new office replaces the deregistration, only applies to moves within Germany.

Timing: no earlier than 7 days before and no later than 14 days after the move. Cost: free in Berlin and München, usually free elsewhere. Response: in person immediately; online immediately or within days; by post usually 1 to 4 weeks. If nobody answers: call 115, then resend by Einschreiben.

Legal basis: § 17(2) BMG; late deregistration is an administrative offence (§ 54 BMG).

Edge cases:

  • Married / children: one form for the family if old and new addresses match; do not forget the children.

  • Property kept in Germany: you still deregister if you no longer live there. Registration is not tax residence (see A2).

  • Second home in Germany kept for your own use: deregistering the main home does not solve the tax question. Talk to an adviser.

Adviser note: the trap is believing the Abmeldung ends German tax liability. It ends registration. Keep the certificate, the lease termination and the handover protocol together; they prove the date. Paid "Abmeldung services" send the same free form.

A2. Tell your Finanzamt you are leaving

The Finanzamt does not learn of your departure automatically from the Bürgeramt in a way you can rely on. Telling it yourself, in writing and with your new address, does two things: it ensures that letters and assessments reach you, and it fixes in the file the date from which you claim to be non-resident. A short, clear letter today saves a long argument later.

Done when: your message is submitted in ELSTER (or posted) and the transmission or posting receipt is in your EXIT folder.

Before you start: Abmeldebestätigung (A1); your Steuer-ID and Steuernummer; your Cyprus address.

Do this:

  1. Find your Finanzamt with the BZSt search or take it from your last assessment.

  2. In ELSTER go to Mein ELSTER > Formulare & Leistungen > Alle Formulare > Sonstige Nachricht an das Finanzamt.

  3. Subject: Wegzug ins Ausland, Steuer-ID 12 345 678 901, Steuernummer 12/345/67890 (example numbers only, not valid: insert your own).

  4. Text (copy and adapt):

Ich habe meinen Wohnsitz in Deutschland zum 31.03.2026 aufgegeben und bin nach 14 Example Street, Apt 3, 4040 Limassol, Zypern gezogen. Die Abmeldebestätigung liegt bei. In Deutschland steht mir keine Wohnung mehr zur Verfügung. Bitte senden Sie künftige Schreiben an obige Adresse oder in mein ELSTER-Postfach.

  1. Optional: add "Als Empfangsbevollmächtigten benenne ich [name, address]" (a person in Germany who receives your tax mail).

  2. Attach the Abmeldebestätigung as PDF. Send. Save the transmission protocol.

Timing: no statutory deadline; within one month of moving. Cost: free. Response: usually none; sometimes a questionnaire on foreign income or a new tax number.

Legal basis: residence (§ 8 AO) and habitual abode (§ 9 AO, a stay of more than six months, short interruptions ignored) decide unlimited liability. Empfangsbevollmächtigter: § 123 AO. Registration data goes to the BZSt for the Steuer-ID database (§ 139b AO), not necessarily to your local office.

Edge cases:

  • Property kept in Germany: a flat you can use at any time can keep you unlimited taxable despite the Abmeldung. Let it long term to a third party and keep the lease. The rent stays taxable in Germany, which is fine.

  • Married, one spouse stays: the spouse remaining in Germany stays unlimited taxable; joint assessment questions need an adviser.

  • Freelancer: add the end of your German activity to this message and file final VAT returns.

Adviser note: the trap is the "available home". Document the end of your right to use the flat: lease termination, handover protocol, or a third-party lease for property you keep.

A3. File your last German tax return (year of departure)

Your last German return is the bridge between your two tax lives. In the year of departure you are usually unlimited taxable for part of the year and limited taxable for the rest, and income earned abroad after the move can still affect your German rate through the progression clause. This is the return where an adviser earns their fee.

Done when: the return for the departure year, including Anlage WA-ESt, is transmitted and you hold the ELSTER receipt; later, the Steuerbescheid.

Before you start: A1 and A2 done; Lohnsteuerbescheinigung; figures for foreign income after the move; share valuation at departure date if you hold 1% or more of a company (A4).

Do this:

  1. In ELSTER open the income tax return for your departure year. Add the main form ESt 1 A and Anlage WA-ESt (2025 PDF for reference, ESt 1 A guidance).

  2. In Anlage WA-ESt enter:

    • the period of unlimited liability: 01.01.2026 to 31.03.2026;

    • foreign income earned after that date (for the Progressionsvorbehalt);

    • lines 8 to 10: whether you held 1% or more of a company at departure (§ 17 EStG). "1 = Ja" triggers the deemed gain, declared in Anlage G lines 82 to 95. Fund units go to Anlage KAP-INV (§ 19(3) InvStG). Here you also answer whether you intend to return within 7 years;

    • line 11: whether you now live in a low-tax territory under § 2(2) AStG (A5).

  3. Complete your usual Anlagen (N, KAP, V and so on). Transmit. Save the receipt.

Timing: 31 July of the following year without an adviser; later with a Steuerberater. Cost: free; adviser fees extra. Response: Steuerbescheid, typically 1 to 3 months. If nobody answers: check ELSTER status, then phone the Finanzamt.

Legal basis: one assessment for the year with Progressionsvorbehalt, § 32b EStG; § 17 EStG; § 6 AStG; § 2 AStG.

Edge cases:

  • Married: discuss joint versus separate assessment for the departure year with an adviser; the answer depends on where each spouse lives.

  • GmbH shareholder: line 8 is your exit-tax line. Never leave it blank.

  • Pensioner: the German statutory pension stays taxable in Germany after departure (A6).

Adviser note: the trap is ticking "intention to return" casually; it changes § 6 AStG treatment. File the share valuation dated on the departure day.

A4. Exit tax under § 6 AStG (only if you hold 1% or more of a company or relevant funds)

Exit tax is the step most people never need and a few people cannot afford to ignore. If you hold a qualifying stake, Germany treats your departure as if you had sold it. The tax is due without any cash coming in, which is why planning, valuation and the instalment option belong at the start of your project, not in the last month.

Done when: the deemed gain is declared (A3), instalments are applied for if wanted, and 31 July is in your calendar for the following seven years.

Before you start: valuation at departure date; at least 7 of the last 12 years of unlimited German liability (otherwise § 6 does not apply).

Do this:

  1. Declare the deemed sale in the departure-year return (A3, Anlage WA-ESt lines 8 to 10 and Anlage G).

  2. Apply for payment in 7 equal annual instalments, in the return or right after the assessment. Expect the Finanzamt to ask for security.

  3. Download the BMF form of 12 December 2025, "Vordruck zur Anwendung der Wegzugsbesteuerung; ASt, Mitteilung nach § 6 AStG" (official PDF).

  4. Use it every year by 31 July to confirm your address and continued ownership, and within one month of a reportable event (for example a sale or gift of the shares).

  5. File electronically. Paper only with an approved hardship application.

Timing: first instalment one month after the assessment, the rest each 31 July. Cost: the tax itself; adviser fees.

Legal basis: § 6 AStG, including § 6(5) on electronic filing. A return within 7 years (extendable by 5 on application) can cancel the tax.

Edge cases:

  • Married, shares held jointly: have the adviser confirm how the 1% test applies to each spouse.

  • Fund units: check § 19(3) InvStG with an adviser.

Adviser note: the trap is the missed 31 July confirmation: all unpaid instalments become due at once. Calendar it for the client for seven years and keep each year's transmission receipt.

A5. Extended limited tax liability (§ 2 AStG)

The extended limited tax liability is Germany's long shadow. It applies only to German citizens who meet specific conditions, but where it applies it can reach German source income in the year of departure and the following 10 years. It needs at least 5 of the last 10 years of unlimited German tax liability, a move to a country with low taxation (Cyprus Non-Dom can count) and essential economic interests in Germany: German source income above 30% of total income or above EUR 62,000, German assets above 30% or above EUR 154,000, or a German business or § 17 EStG holding. It does not bite in a year where the affected income stays at or below EUR 16,500. Knowing whether it applies to you is the difference between a clean break and a decade of annual German filings.

Done when: you have answered line 11 of Anlage WA-ESt and, if you are a German citizen with substantial German interests, an adviser has checked § 2 in writing.

Do this:

  1. Check the conditions: German citizen; unlimited taxable for at least 5 of the last 10 years; moving to a low-tax territory; substantial economic interests in Germany.

  2. If all may apply, book an adviser before moving.

Legal basis: § 2 AStG. Consequence: 10 years of wider German taxation.

Edge cases: non-German EU citizens are outside § 2; property or business kept in Germany is exactly what "substantial interests" looks at.

Adviser note: case by case; keep the written assessment in the file.

A6. Know what Germany still taxes after you leave

Leaving Germany does not mean Germany stops taxing everything. Rental income from German property, German pensions in certain cases and some other German source income remain taxable there, while the double tax treaty decides who has priority. Mapping this before you go prevents unpleasant surprises in your first Cyprus tax year.

Done when: you have listed every German-source income you will still have, and know whether you need an ESt 1 C each year.

Do this:

  1. List German-source income (§ 49 EStG): rent from German property, German statutory pension, income from a German permanent establishment, director fees.

  2. If any exists, plan an annual non-resident return (ESt 1 C). Pensioners abroad: Finanzamt Neubrandenburg (finanzamt-rente-im-ausland.de).

  3. For German dividends: withholding tax still applies; reclaim the excess over the treaty rate from the BZSt with your Cyprus residence certificate (B8).

Legal basis: § 49 EStG; Germany Cyprus treaty 2011 (BMF PDF): Art. 17(1) private and company pensions taxed in Cyprus; Art. 17(2) Germany may tax the statutory pension; Art. 18(2) civil-service pensions stay with Germany unless you are a Cypriot national.

Edge cases:

  • Property kept in Germany: rent remains German-taxable (ESt 1 C).

  • Freelancer or online business: moving yourself does not automatically move your business. An office, staff or a dependent agent in Germany can keep a German permanent establishment. Never assume an online business has none.

  • GmbH shareholder: see A18 (§ 12 KStG, § 4g EStG).

Adviser note: map every income stream to a treaty article in the file.

A7. Statutory health insurance (GKV: AOK, TK, Barmer and others)

Health insurance is where emigration becomes personal. Your Krankenkasse needs to know when you leave, and depending on whether you are employed, self-employed or a pensioner, the answer to "who covers me in Cyprus?" is different. For pensioners, the S1 form is the key that transfers cover to Cyprus. Without it, you may find yourself paying twice or not insured at all.

Done when: you hold the Kasse's written confirmation of the end of membership (or, for pensioners and posted workers, the S1).

Before you start: Abmeldebestätigung (A1), membership number. Pensioners: start at T-45.

Do this (employee or freelancer leaving the system):

  1. Log in to your Kasse's online portal or app and find the message or document upload function (or write a letter).

  3. Attach the Abmeldebestätigung. Send. Save the confirmation.

Do this (pensioner):

  1. Do not cancel. You usually stay in the KVdR.

  2. Ask your own Krankenkasse for form S1 (the DVKA only informs: DVKA page).

  3. Take the S1 to Cyprus and register it for GESY (B6).

Timing: before you move. Cost: free. Response: 1 to 4 weeks. If nobody answers: phone, then complain to the supervisor: the Bundesamt für Soziale Sicherung for Kassen operating in more than three Länder (for example TK, Barmer, DAK), or your Land's supervisory authority for the AOK and other regional Kassen. Your Kasse's website names its supervisor.

Legal basis: membership ends when you no longer live or work in Germany; supervision § 90 SGB IV; S1 under the EU coordination rules.

Edge cases:

  • Married, family insured: ask the Kasse in the same message what happens to your spouse's and children's cover, and plan theirs too.

  • Posted worker: employer and Kasse issue A1 and S1; you stay German insured.

  • Pensioner: S1, not cancellation.

Adviser note: the trap is the gap between GKV ending and GESY starting, and using the EHIC as long-term cover (it covers temporary stays only). Tip: if you are not covered through an S1, buy short private travel or expat health cover from the day your German insurance ends until your GESY registration is active.

A8. Private health insurance (PKV)

Private health insurance contracts were written for life in Germany. Some can be continued abroad, some can be converted to an international tariff, and some must be suspended with an Anwartschaft to keep the option of returning. The decision has consequences for decades, so read your policy conditions before you cancel anything.

Done when: you hold either the insurer's confirmation of termination or a signed Anwartschaft contract.

Do this:

  1. Ask your insurer in writing for an Anwartschaftsversicherung offer (keeps entry age and health status). The cost is a fraction of the full premium and depends on the type; get the figure in writing.

  2. Decide: Anwartschaft, or termination using the special right when your obligation to be insured in Germany ends (§ 205 VVG).

  3. Send the decision with the Abmeldebestätigung. Keep the confirmation.

Edge cases: likely return within a few years: compare the Anwartschaft with new underwriting at an older age. Family members each have their own contract.

Adviser note: keep the written offer and the decision in the file.

A9. Long-term care insurance and Pflegegeld

Long-term care insurance follows health insurance, but benefits such as Pflegegeld have their own rules for life abroad within the EU. If you or a family member receive care benefits, this step decides whether they continue in Cyprus and how.

Done when: your Pflegekasse has your Cyprus address and bank account in writing.

Do this: write to the Pflegekasse (it sits with your Krankenkasse) with new address, IBAN and the Abmeldebestätigung. Expect a possible local care assessment.

Legal basis: Pflegegeld continues in EU states, § 34(1a) SGB XI; Court of Justice, Molenaar C-160/96. In-kind care via the Cyprus system for the account of the German insurer.

Edge cases: only relevant if you stay German insured (typically pensioners with S1).

A10. Your pension: Deutsche Post Renten Service

German pensions can be paid to Cyprus without difficulty, but the pension office needs your new address and bank details early. The Deutsche Post Renten Service handles payments and asks for at least two months' notice. Pensioners who skip this step often see payments interrupted precisely in the months when they have the most expenses.

Done when: Renten Service has confirmed your new address, and you have noted the yearly proof-of-life deadline.

Before you start: your Postrentennummer (on any Renten Service letter), Cyprus address. Start at T-60.

Do this (already retired):

  1. Go to rentenservice.com for the online change notice, or download the paper form "Änderungsanzeige und Anträge" (PDF). For abroad there is an "Änderungsanzeige weltweit" variant.

  2. On the paper form, which we checked (version 03.2026), fill in:

    • Postabrechnungsnummer(n)/Postrentennummer(n) and Geburtsdatum;

    • Name und Vorname der rentenberechtigten Person;

    • Bisherige Adresse;

    • Part 1 "Neue Adresse": 14 Example Street, Apt 3, 4040 Limassol, Zypern;

    • Part 4 "Sonstige Mitteilung": Umzug nach Zypern zum 31.03.2026;

    • place, date, signature.

  3. Note: part 2 of this form (account change) is only for accounts within Germany. If your pension should go to a Cyprus account, ask Renten Service for the form for foreign accounts or use the worldwide variant.

  4. Send it to Deutsche Post AG, Niederlassung Renten Service, 13496 Berlin, Germany (or hand it in at a Deutsche Post branch for forwarding, which the form allows). Questions: w.ausland@deutschepost.de, +49 221 5692 777 (official page).

  5. Keep a copy and proof of posting.

Every year: the Lebensnachweis. Either the paper Lebensbescheinigung or the Digitaler Lebensnachweis via the POSTIDENT app. E-mail and fax are not accepted. In 2026 the deadline was 9 October, and Renten Service announced it stops payment from the end of October until proof arrives (official page). Watch for your own letter each year.

Not yet retired: change your address with your Deutsche Rentenversicherung office via the DRV online services. Voluntary contributions from abroad are possible (§ 7 SGB VI).

Timing: at least 2 months before the move (DRV recommendation). Cost: free. You get: your full pension continues in the EU.

Edge cases: married, joint account: part 5 of the form covers joint accounts. Company pension paid via Renten Service: the same address change applies; tax goes to Cyprus (Art. 17(1)). Civil-service pension: notify the office that pays it (Art. 18(2) keeps the tax in Germany).

Adviser note: the trap is the missing proof of life or returned mail, both of which stop payments. Your pension tax statement: deutsche-rentenversicherung.de/steuerbescheinigung (Renten Service itself cannot issue it).

A11. Agentur für Arbeit (only if you receive ALG I)

If you receive unemployment benefit, moving abroad without arranging it first usually ends the benefit. Under EU rules you can, in certain cases, take it with you for a limited period with the PD U2 form. The Agentur für Arbeit must agree before you leave, which is why this step sits early on the timeline.

Done when: you hold a PD U2 issued before departure (and a PD U1 if you want German periods counted later).

Do this:

  1. Before leaving, ask your Agentur für Arbeit for PD U2. Conditions: registered unemployed, receiving ALG, available to the German Agentur for at least 4 weeks.

  2. Read Merkblatt 20 (PDF) and your PD U2 for the exact number of days you have to register with the Cyprus Public Employment Service after leaving. It is a short deadline of a few days.

  3. Register in Cyprus within that deadline. Keep the Cyprus registration proof.

  4. Export runs 3 months, extendable to 6; request the extension before the original period ends.

  5. Ask for PD U1 to certify your German insurance periods.

Adviser note: without the PD U2 issued before departure the benefit stops. Keep both forms in the file.

A12. Familienkasse (Kindergeld)

Kindergeld does not stop automatically when you move to another EU country, but it does not continue automatically either. The Familienkasse needs to be told, with the right forms, and EU coordination rules decide which country pays first. The Bürgeramt does not inform the Familienkasse for you.

Done when: KG 45 and KG 51 are submitted and you hold the upload or posting receipt.

Before you start: Kindergeld-Nr. (on your Kindergeld notice); Cyprus address; employer or pension details in Cyprus.

Do this:

  1. Download KG 45 "Veränderungsmitteilung" (PDF) and KG 51 "Anlage Ausland" (PDF; English version KG 51-en). Pensioners and orphans: KG 51R. All forms.

  2. KG 45, which we checked (version Mai 2025), asks for:

    • Familienname und Vorname der kindergeldberechtigten Person, Kindergeld-Nr., a daytime phone number;

    • "Meine Anschrift hat sich wie folgt geändert": street and number, postcode, town, Staat (Zypern), gültig seit/ab 31.03.2026;

    • if the account changes: IBAN, BIC, bank, account holder;

    • "Beschäftigung im Ausland bzw. Entsendung ins Ausland": tick whether you, your spouse or partner, or the other parent took up employed or self-employed work abroad, with the employer's name and address and the start date;

    • whether another child-related benefit (for example a foreign family benefit) is paid;

    • whether the evidence is attached or will follow; date and signature.

  3. Complete KG 51 with the foreign details.

  4. Upload online or post to your Familienkasse (address on your notice). Phone from abroad: +49 911 12031010.

Legal basis: you must report changes yourself; the registration office does not inform the Familienkasse (official page). EU coordination decides which state pays first; Germany may pay a difference amount if it stays competent.

Edge cases: one parent keeps working in Germany or draws a German pension: Germany may stay competent. Adult children studying in Germany: report their situation in KG 45.

Adviser note: silence leads to reclaimed overpayments, sometimes years later. Keep the upload receipt.

A13. Elterngeld

Elterngeld is tied to residence or habitual abode in Germany, with exceptions. If you are receiving it or plan to claim it, moving in the middle of the entitlement period changes the picture, and the Elterngeldstelle needs to know.

Done when: your written notice of the move is with the Elterngeldstelle that granted the benefit. Its address is on your decision letter; the office differs by Land.

A14. Rundfunkbeitrag

The broadcasting fee is a small item that follows people abroad for years if they forget it. Deregistering with the Beitragsservice once you have your Abmeldung takes minutes and ends a liability that would otherwise continue indefinitely.

Done when: you hold the Beitragsservice's written confirmation of deregistration.

Before you start: Abmeldebestätigung (A1); your 9-digit Beitragsnummer (on your registration confirmation, bank statement, payment request or top right on any Beitragsservice letter).

Do this:

  1. Open Wohnung abmelden.

  2. Enter your Beitragsnummer.

  3. Choose the reason for a permanent move abroad ("dauerhafter Umzug ins Ausland").

  4. Attach the Abmeldebestätigung as a file.

  5. Submit. Save the confirmation page.

Not automatic (official info). Liability ends at the end of the month of the move, but not before the month in which you notify. If nobody answers: resend by post as Einschreiben mit Rückschein.

Edge cases: someone stays in the flat: that person must register it in their name.

Adviser note: do it the same day the Abmeldebestätigung arrives; late notice means back payments.

A15. Banks and brokers

Banks and brokers are not tax offices, but they behave like them. Once you are Cyprus resident, they need your new address and tax residence to report correctly under CRS and to stop or adjust German withholding. Some German brokers do not serve non-residents at all, so check before you move rather than after.

Done when: every German bank and broker holds your new address and a CRS self-certification naming Cyprus and your TIC.

Before you start: TIC (B4).

Do this:

  1. In online banking, change your address.

  2. Submit the bank's CRS self-certification (the bank's own form): tax residence Cyprus, TIN = your TIC.

  3. Ask in writing whether your account and investment products remain available to non-residents. Keep the answer.

Tax effect: no German withholding on interest once your non-resident status is documented; German dividends still bear withholding (A6).

Adviser note: keep the German account at least the first year for pensions, refunds and Kindergeld.

A16. Your car

A German registered car can come with you, but not indefinitely on German plates. Insurance, the German registration and the Cyprus import rules all interact, and the sequence matters: if you deregister the car in Germany too early, you cannot drive it to Cyprus; too late, and you pay German tax and insurance on a car abroad.

Done when: the car is either deregistered (Außerbetriebsetzung confirmation) or on export plates (Ausfuhrkennzeichen issued).

Do this, option 1, deregister:

  1. Online via i-Kfz (bmv.de/i-Kfz) or at the Zulassungsstelle.

  2. You need: Zulassungsbescheinigung Teil I with its security code, the plates with their security code seals, your IBAN.

  3. Confirmation is immediate; tax and insurance end.

Do this, option 2, export plates:

  1. At the Zulassungsstelle bring: ID, Zulassungsbescheinigung Teil I and II, valid HU, current plates, an export insurance confirmation, a SEPA mandate for vehicle tax.

  2. Validity 15 days up to 1 year. Berlin page · Bundesportal. Fees vary by city.

Dependency: keep the purchase invoice with VAT for B11.

A17. Driving licence

An EU driving licence remains valid in Cyprus. This step is short, but it is worth knowing what changes when you become resident, especially if your licence is old or about to expire.

Done when: nothing to do. Your EU licence stays valid in Cyprus; exchange is optional (B10).

A18. Everything else

The last step of Part A gathers the small things that make a move clean: subscriptions, memberships, the post forwarding order, the Riester contract, the GEZ confirmation, the professional chamber. None of them is dramatic. Together, they decide whether your German life ends tidily or keeps sending letters for years.

Done when: every line below is ticked or marked "not relevant".

  1. Nachsendeauftrag: Deutsche Post, at least 5 working days before start, 6 months, extendable. Current price on the page. Registered mail, parcels and express are not forwarded abroad.

  2. Phone and internet: cancel with one month's notice if the provider cannot serve your new address (§ 60(2) TKG); attach the Abmeldebestätigung.

  3. Insurance: liability, household, legal protection: check territorial scope, cancel in writing citing the move.

  4. Gewerbe: form GewA 3 at the Gewerbeamt, often online; small fee that varies by city. It informs Finanzamt, IHK and Berufsgenossenschaft. Freelancers: no Gewerbe; tell the Finanzamt (A2) and file final VAT returns.

  5. GmbH shareholder-director: moving the management abroad has its own consequences (§ 12(1) KStG, § 4g EStG). Adviser required before the move.

  6. Church tax: ends automatically with unlimited liability.

  7. Elections (German citizens): before each federal election apply for the electoral roll: Anlage 2 BWO (post, fax or e-mail) or Anlage 2a (original by post only). Bundeswahlleiterin · Anlage 2 PDF. Possible for 25 years after leaving.

  8. Steuer-ID: lifelong, nothing to do.

  9. Passport and ID: German Embassy Nicosia (site, passports, ID cards), appointment via RK-Termin; ID card about 6 to 8 weeks.

  10. Pets: EU pet passport, microchip, rabies vaccination.

  11. Schools: deregister in writing; ask for the last report card and a confirmation of attendance.

Part B. Arriving in Cyprus: fourteen steps

Cyprus is a welcoming place to arrive, and its administration has become far more digital in recent years. It is still an administration that runs on documents, stamps and sequence. The registration certificate opens the door to the tax number, the tax number to social insurance and the bank, social insurance to GESY, and all of it together to the tax residence certificate that Germany, your bank and your broker will eventually ask for.

The fourteen steps of Part B are built around that chain. The most important habit you can form in your first week is the day log: an honest record of every day you spend in and out of Cyprus, backed by boarding passes. Tax residence in Cyprus is a matter of fact and proof, either more than 183 days or the 60-day rule with all its conditions. The 60-day rule is never automatic. Everything else in Part B builds on the facts you record from the first day.

B1. Arrive, and start counting days

Your first day in Cyprus is the first line of your tax residence file. From now on, every flight and every day counts, and the burden of proof is yours. The simplest tool is also the most powerful: a day log you update every month, backed by every boarding pass.

Done when: your day log exists and your arrival boarding pass is saved.

Do this:

  1. Enter with ID card or passport. EU citizens may stay up to 3 months without formalities.

  2. Start a day log: date in, date out, flight number. Save every boarding pass.

  3. Update it monthly.

Legal basis: arrival day counts as a day in Cyprus, departure day does not (Law 244(I)/2025, text).

Adviser note: the burden of proof is the taxpayer's. The day log is the backbone of B8.

B2. Your home: lease and stamp duty

A permanent home in Cyprus is a condition of the 60-day rule and a strong fact for the treaty tie breaker. The lease is therefore more than a housing contract: it is evidence. Have it stamped where stamp duty applies and keep the stamped copy.

Done when: you hold a stamped lease in your name.

Do this:

  1. Sign a lease in your own name, ideally 12 months or longer.

  2. Have it stamped with the Tax Department (Stamp Duty section, also via Tax For All). The duty is a small percentage of the contract value with a cap; check current rates on the Tax Department's stamp duty page. Stamp promptly after signing; late stamping carries a penalty.

  3. Often the landlord or agent does it. Ask for a stamped copy.

Edge cases: married: every adult who registers needs proof of address; put both names on the lease or get the landlord's confirmation. Buying: the title deed replaces the lease.

Adviser note: the permanent home is one of the four 60-day conditions. An unstamped lease weakens the file.

B3. Registration certificate MEU1 (the "yellow slip")

The MEU1 registration certificate is the document that makes you officially resident as an EU citizen in Cyprus. Many of the following steps depend on it. The application must be made within four months of arrival; prepare the documents before you land.

Done when: you hold the registration certificate with your ARC number (it is sent by post after approval).

Before you start: stamped lease (B2); ID or passport; ground-specific documents; for the self-employed, Social Insurance registration (B5) may be needed first.

Do this:

  1. Download the MEU1 application and the list of supporting documents from the forms page and the information page. The current form is the bilingual MEU1B.

  2. On the information page, follow the links to locate the office for your district and to check whether an appointment is needed.

  3. Gather documents (supporting documents must be officially translated and duly certified):

    • valid ID or passport, original and copy;

    • stamped lease or title deed;

    • employee: employer confirmation and Social Insurance registration;

    • self-employed: Social Insurance self-employed registration;

    • self-sufficient (including pensioners and investors): proof of sufficient resources and comprehensive sickness insurance in Cyprus (German pensioners: the S1);

    • family members: civil-status documents (see edge cases).

  4. Pay the EUR 20 fee per person. A photograph is taken after you present the payment receipt and a valid travel document.

  5. Keep the receipt; it proves you applied in time.

Contact: MEU1 phones +357 22 804443 / +357 22 804586, e-mail migration@crmd.moi.gov.cy (gov.cy). If nobody answers: e-mail with your application number, name and passport number.

Timing: apply within 4 months of entry (not of the appointment). Decision within one month of a complete file. No expiry; permanent residence (MEU3) possible after 5 years. Penalty for not applying: up to EUR 2,500 according to the current gov.cy page.

Legal basis: the Cyprus law on the right of EU citizens and their family members to move and reside freely (as cited on the gov.cy page).

Edge cases:

  • Married / children: under EU Regulation 2016/1191, EU birth and marriage certificates need no apostille, and a multilingual standard form from your Standesamt can replace the translation. Cyprus offices still sometimes ask for an apostille, so if time allows get one before you leave from your Land's apostille authority, which for civil-status certificates is usually the Regierungspräsidium, Bezirksregierung or equivalent.

  • Pensioner: "self-sufficient" ground; S1 as health cover.

  • Rejection: a letter goes to your last declared address, so keep your address updated.

Adviser note: apply in month 1 or 2. Everything in Cyprus waits for the ARC number. Keep the payment receipt as proof of timely application.

B4. Cyprus tax number (TIC) via Tax For All

Your Cyprus tax identification number is the thread that ties everything together: employer, bank, social insurance and the Tax Department. Through Tax For All, it can be requested online, and once you have it, the Cyprus side of your move becomes visible in the systems that matter.

Done when: you have your TIC in writing (Tax For All or letter).

Before you start: passport or ID; ARC if you already have it; proof of address.

Do this (online):

  1. Open Tax For All, create an account and submit the registration request for a tax number. Official guide.

Do this (paper alternative, form T.D.2001, which we checked):

  1. Download T.D.2001 (PDF). The form says to submit it at the local District Offices of the Tax Department and to complete it in CAPITAL LETTERS (except the e-mail).

  2. Section A, Reason: tick that you have no VAT number and no TIC. Type of registration: tick b, Income Tax / Special Contribution for Defence.

  3. Section B, Taxpayer details: Individual; Name ANNA; Surname BEISPIEL; gender; nationality GERMAN; country of usual residence CYPRUS; identification number (your ARC, ticking the Cyprus ID card / ARC box; if you have no ARC yet, the form lets you declare a foreign tax number and attach a copy); birth date; bank SWIFT and IBAN if you have a Cyprus account.

  4. Communication: language English; e-mail; mobile; residence address (street, number, apartment number, town, postcode, country); mailing address "To Residence".

  5. Section D, Activities: start date of first activity; main activity, for employees "EMPLOYEE" and the employer's name.

  6. Sign and submit at the district tax office with the copies the form lists.

Cost: free. Timing: a few days to about 2 weeks. If nobody answers: Tax For All message function or the district office.

From 2026: every Cyprus resident aged 25 to 70 files a return regardless of income; the 2026 return is due 31 July 2027.

Dependency: unlocks A15 (CRS), B7, B9 and B14.

B5. Social Insurance registration

Social insurance in Cyprus is not optional for employees and the self-employed. Registration links you to the system that pays pensions and benefits, and its contributions are the basis for GESY. Under EU coordination rules, you are normally insured in one country only: from now on, that is Cyprus.

Done when: you have your Social Insurance number and your SI record shows your ARC.

Do this:

  1. Employee: your employer registers you. Ask for the number.

  2. Self-employed: go to the district Social Insurance Services office and register with the self-employed registration form; ask for the current version. Info: Business in Cyprus · SIS page.

  3. Bring ID or passport, ARC/MEU1, TIC, proof of activity.

  4. Check the record carries your ARC number. If not, ask for it to be added.

Timing: about 1 to 2 weeks. Self-employed contributions are on income within minimum and maximum insurable earnings.

Adviser note: a missing ARC on the SI record blocks GESY (B6).

B6. GESY (public health system)

GESY, the general health system, gives residents access to personal doctors, specialists and hospitals. Registration requires the earlier steps, and for pensioners the S1 from Germany is the entry ticket. Choose your personal doctor early; it makes everything else easier.

Done when: your enrolment is active and you have signed with a personal doctor.

Before you start: ARC (B3); SI number with ARC (B5); proof of address; German pensioners: S1 (A7).

Do this:

  1. Open the HIO Beneficiary Portal (enrolment guide, FAQ).

  2. Create and activate your account; submit the enrolment.

  3. Choose a contracted personal doctor near home and sign the mutual acceptance form at the practice.

Contributions: 2.65% on salaries, pensions, dividends, interest and rent; 4% for the self-employed; income capped at EUR 180,000.

Edge cases: children: each family member needs to be enrolled and linked to a personal doctor. Pensioner: S1 registered.

B7. Non-Dom status: T.D.38 + T.D.38Qa

Non-Dom status is the reason many people choose Cyprus, but it is a status you claim, not one you receive automatically. It brings 0% SDC on dividends and interest for Non-Dom residents. Income tax and GESY still apply. The claim is made with the T.D.38 declaration and its questionnaire, and the receipt belongs in your file forever.

Done when: T.D.38 with T.D.38Qa is submitted and you hold the receipt.

Before you start: TIC (B4); proof of domicile of origin (birth certificate, German residence history).

Do this:

  1. Download T.D.38 "Declaration of domicile" (Tax Department PDF) with the T.D.38Qa questionnaire (T.D.38Qb where it applies).

  2. Complete and sign it.

  3. Submit to the Tax Department via Tax For All or at the district tax office in the first year you receive dividends or interest.

  4. Keep the receipt.

What it gives you: 0% SDC on dividends and interest for Non-Dom residents, until you have been Cyprus tax resident for 17 of the last 20 years (after that you are deemed domiciled). After that, an optional lump sum of EUR 250,000 per 5-year period (maximum two periods). Non-Dom does not exempt every tax: income tax on salary and business profit still applies, and so does GESY.

Adviser note: more in Cyprus tax residency and Non-Dom and the Cyprus Non-Dom guide.

B8. Tax residence certificate

The tax residence certificate is what Germany, your bank and your broker eventually want to see. It is issued for a tax year after the facts exist, and it relies on the documents you collected in the previous steps: day log, lease, activity in Cyprus and tax number.

Done when: you hold a Cyprus tax residence certificate for the year and copies have gone to your German banks and Finanzamt.

Before you start: day log (B1); stamped lease (B2); employment, business or directorship proof; TIC (B4).

Conditions: more than 183 days in Cyprus in the tax year, or the 60-day rule (Law 244(I)/2025, text):

  1. at least 60 days in Cyprus in the year;

  2. not more than 183 days in aggregate in any other single state;

  3. a business, employment or office with a Cyprus-resident person during the year, not terminated during the year;

  4. a permanent home in Cyprus, owned or rented.

All four conditions must be met. Nothing about the 60-day rule is automatic.

Do this:

  1. Get the Tax Department's application for a certificate of tax residence for individuals: current version from the Tax Department forms page or the district office.

    • Tip: you can also request certificates through your Tax For All account. If an older printed declaration asks you to confirm you are not tax resident anywhere else, that condition was repealed on 1 January 2026; only the four conditions above apply.

  2. Attach the evidence: day log with flight proof, stamped lease, employment contract or business documents.

  3. Submit. Keep the certificate.

  4. Send copies to German banks (withholding), the BZSt (dividend refunds) and the Finanzamt. Companies use T.D.98 (PDF).

Adviser note: the residence certificate is only as strong as the file behind it. Keep the evidence with the certificate.

B9. Cyprus bank account

A Cyprus bank account is practical rather than legally required, but it is also evidence of where your life is. Banks in Cyprus apply thorough due diligence, so arrive with your documents ready: MEU1, TIC, lease, proof of income and source of funds.

Done when: the account is open and you have the IBAN.

Before you start: ARC (B3), TIC (B4).

Do this: book with the bank; bring passport, MEU1/ARC, TIC, proof of address, source of funds and source of wealth documents, CV or employment proof. Expect 2 to 6 weeks.

Adviser note: a complete compliance pack and an introduction speed it up; incomplete files are rejected with little explanation.

B10. Driving licence (optional)

Your German licence is valid in Cyprus, so exchanging it is optional. Some people do it for convenience, others never do. This step explains when it makes sense.

Done when: you decided to keep the German licence (valid) or exchanged it at the Road Transport Department. Form and fee: RTD page.

B11. Importing your car from Germany

Importing a car to Cyprus involves customs, registration and, depending on the car, tax. Cyprus drives on the left, and the cost and paperwork surprise many people. This step lays out the process so that you can decide whether bringing your car is worth it.

Done when: customs has accepted your declaration and the car is registered with the RTD.

Before you start: MEU1 (B3), lease, Abmeldebestätigung (A1), purchase invoice with VAT (A16).

Do this:

  1. Ask customs for a duty estimate before shipping: excise duty is CO2-based, and for some cars import does not pay.

  2. Complete the "Official Declaration" for transfer of normal residence (PDF); read the customs guide for EU transfers.

  3. Attach: proof of former residence abroad, purchase invoice with VAT, bill of lading or delivery order, Form C.104O, proof of transfer of residence.

  4. Submit at any customs station. Temporary use for one month while it is examined.

  5. Then pay excise and register at the RTD.

VAT: a used car (more than 6 months and more than 6,000 km) pays no Cyprus VAT; a "new" car pays none if German VAT is proven by invoice.

B12. Schools

For families, schools are often the real deadline of the move. Private international schools have waiting lists and application cycles; public schools teach in Greek. Start early, ideally before you have even found a flat.

Done when: the child has a confirmed place. Public schools teach in Greek; private English-language schools exist in Limassol, Larnaca, Nicosia and Paphos. Apply in spring for September; bring the last report card and confirmation of attendance.

B13. Cyprus company (if you need one)

Not everyone needs a Cyprus company. For freelancers and business owners, it can be the right tool; for employees and pensioners, usually not. This step sets out when a company makes sense and what its formation involves, with the 15% corporate tax rate that applies in 2026.

Done when: your adviser has confirmed whether you need one at all. Registration via the Department of Registrar of Companies and Intellectual Property. Corporate income tax 15% from 2026. Real management and decisions must be in Cyprus. A Non-Dom shareholder pays 0% SDC on dividends; GESY 2.65% applies, capped. More: Cyprus company formation.

Adviser note: for a German GmbH owner, the Cyprus company does not replace the German analysis in A4, A6 and A18 item 5.

B14. Every year

Emigration is not a project that ends on a fixed day. Every year brings a Cyprus tax return, GESY contributions, perhaps the annual § 6 AStG confirmation for Germany and an update of your day log. This step turns those duties into a calendar so that nothing is forgotten.

Done when: each item below is done for the year.

  1. Day log review each quarter.

  2. Cyprus return via Tax For All by 31 July of the following year (deadlines).

  3. Tax residence certificate (B8), copies to Germany.

  4. German duties that keep running: Lebensnachweis (A10), § 6 AStG confirmation by 31 July (A4), ESt 1 C for German income (A6).

  5. Employees with a Cyprus salary above EUR 55,000 and 15 prior years of non-residence in Cyprus: 50% exemption for up to 17 years (Art. 8(23A)).

Four journeys, from start to finish

Steps are easier to understand when you see them in a life. The four journeys below are composites of real cases we have handled, with details changed. Each one uses the steps of this guide in a different order of importance.

The Mannheim family: Lukas and Sara, two children, employed and freelancing

  • Starting point: rented flat in Mannheim-Neckarstadt, Lukas employed with a remote contract, Sara a freelance translator, children aged 6 and 9

  • Critical steps: A1 with the Mannheim Meldeschein for all four, A2 to the right Mannheim Finanzamt, A12 Kindergeld with KG 45 and KG 51, B12 school applications six months ahead, B3 MEU1 for every family member

  • Where it nearly went wrong: the school offered a place only from September, so the family planned the move for August and the Abmeldung for the day of handover, not earlier

  • Lesson: with children, the school calendar sets the timeline; the tax steps follow

The München pensioner: Helga, 68, statutory and company pension

  • Starting point: owned flat in München, statutory pension, small company pension, GKV member

  • Critical steps: A7 the S1 form from her Krankenkasse, A10 Änderungsanzeige to the Deutsche Post Renten Service two months ahead, A6 the decision to let the München flat to a third party long term, B6 GESY registration with the S1

  • Where it nearly went wrong: she first wanted to keep the flat empty "for visits", which would have kept a home available in Germany

  • Lesson: a flat kept at your disposal can keep you German resident, whatever your Abmeldung says

The Hamburg founder: Jonas, 41, GmbH shareholder

  • Starting point: 60% of a Hamburg software GmbH, resident in Germany for over twenty years

  • Critical steps: A4 exit tax with valuation and the instalment application, A5 check of § 2 AStG, A3 final return, B13 a Cyprus company for new activity, B14 annual § 6 confirmation

  • Where it nearly went wrong: he planned the move before discussing the valuation with his Steuerberater

  • Lesson: for shareholders, the exit tax decides the date, not the weather

The Köln employee: Mira, 33, remote contract with a German employer

  • Starting point: employed by a Köln company, allowed to work remotely from Cyprus

  • Critical steps: A1 and A2, A7 social security under EU coordination rules (an A1 certificate or a change of insured country), B5 social insurance, B4 TIC, a check on whether her employer creates a Cyprus permanent establishment

  • Where it nearly went wrong: her employer kept German payroll running as if nothing had changed

  • Lesson: remote work across borders needs a decision by the employer, not only by the employee

Frequently asked questions

Does the Abmeldung end my German tax liability?

No. It ends your registration. You stop being unlimited taxable in Germany only when you no longer have a home available there and no longer stay there for more than six months. Tell the Finanzamt yourself and file the final return with Anlage WA-ESt.

Can I do the Abmeldung from Cyprus?

Yes. Online with your ID card's online function and PIN where your city offers it, or by post with the signed form and an ID copy. Berlin and Hamburg explicitly accept postal filing.

Who do I notify about my German pension?

If you already receive it: Deutsche Post Renten Service, 13496 Berlin, e-mail w.ausland@deutschepost.de, with the Änderungsanzeige, at least two months before the move. Not yet retired: your Deutsche Rentenversicherung office.

Which form do I need for Non-Dom status in Cyprus?

T.D.38 (declaration of domicile) with the T.D.38Qa questionnaire, filed in the first year you have dividends or interest. It brings 0% SDC on dividends and interest for Non-Dom residents; income tax and GESY still apply.

How do I get a Cyprus tax number?

Online through Tax For All at taxforall.mof.gov.cy: create an account and submit a registration request. Paper alternative: form T.D.2001 at the district tax office.

What is the yearly § 6 AStG form?

Since the BMF letter of 12 December 2025 there is an official form for people who pay exit tax in instalments. You use it to confirm your address and ownership by 31 July every year and to report events within one month. Missing it makes all unpaid instalments due at once.

Which Kindergeld forms do I send?

KG 45 (Veränderungsmitteilung) and KG 51 (Anlage Ausland); pensioners and orphans use KG 51R. The Bürgeramt does not inform the Familienkasse.

Is the 60-day rule automatic?

No. All four conditions must be met: at least 60 days in Cyprus, not more than 183 days in any other single state, a business, employment or office with a Cyprus-resident person not terminated during the year, and a permanent home in Cyprus.

A closing thought

If you have read this far, you have seen that moving from Germany to Cyprus is not hard, but it is detailed. The difficulty is not any single step. It is keeping thirty-two of them in order, with proof, while also packing a household, finding a school and saying goodbye. That is why the archive matters so much: it lets you, and anyone who later asks, reconstruct what happened without relying on memory.

Done well, the move gives you what you came for: a new home, a clear tax position with 0% SDC on dividends and interest for Non-Dom residents where it applies, and a German file that closes properly instead of reopening years later. Done carelessly, it gives you the same sun with a long tail of letters. The difference is rarely money. It is order.
